SALARY: R582 444 – R686 091 per annum (Level 10)
CENTRE: Head Office, Pietermaritzburg
REQUIREMENTS:
- An appropriate Bachelor’s Degree at NQF Level 6 in Urban and Regional Planning or a relevant Economic Planning qualification, as recognised by SAQA.
- A minimum of three (3) years’ administrative experience in an Economic Planning, Spatial Policy Development, or Policy Analysis environment. A valid driver’s licence is required.
SKILLS, KNOWLEDGE AND COMPETENCIES:
- In-depth knowledge of public policy, economic strategy development, and spatial policy development, with a sound understanding of the economy of the KwaZulu-Natal Province.
- Comprehensive knowledge of the National Development Plan, policy analysis and interpretation, and project management principles.
- Sound understanding of the Public Service Regulatory Framework, including but not limited to the Constitution of the Republic of South Africa, Public Service Act, Public Service Regulations, Public Finance Management Act (PFMA), Labour Relations Act, Basic Conditions of Employment Act, Skills Development Act, Promotion of Access to Information Act, Promotion of Administrative Justice Act, Service Delivery Frameworks (Batho Pele Principles), and the Employee Performance Management System.
- Well-developed skills in presentation, analysis, research, report writing, financial management, problem-solving, organisation, facilitation, decision-making, interpersonal relations, communication (verbal and written), computer literacy, and project management.
- Personal attributes include innovation, integrity, honesty, confidentiality, commitment, and the ability to work within strict timeframes.
DUTIES:
- Monitor global and national policy developments to inform and influence provincial policy formulation.
- Provide technical expertise in policy and economic strategy development.
- Conduct qualitative and quantitative policy analysis.
- Collaborate with provincial and national stakeholders on policy formulation and strategy development.
- Develop, manage, and consolidate a comprehensive database of provincial and national policies and strategies.
