REQUIREMENTS:
Applicants must be in possession of a Grade 12 Certificate and a National Diploma in Business Management, Community Development, Project Management, Public Administration, Public Management, Human Resource Management or Human Resource Development (NQF Level 6), as recognised by the South African Qualifications Authority (SAQA). A minimum of three (3) years’ working experience in the youth development field is required.

Job-related skills:
Planning and organising; financial management; decision-making; communication (verbal and written); interpersonal skills; computer literacy (Microsoft Word, Project, Excel, PowerPoint and Internet); skills development; and youth development.
Applicants must be willing to travel and must possess a valid driver’s licence.
DUTIES:
Coordinate and facilitate the recruitment of NARYSEC participants into the programme within the district. Engage local stakeholders on NARYSEC recruitment matters. Prepare recruitment advertisements in consultation with the Director and place advertisements at key local points. Arrange and facilitate orientation of newly recruited NARYSEC participants.
Facilitate the recruitment of eligible NARYSEC participants and submit required documentation to the Human Resource Unit. Coordinate the signing of contracts with recruited participants and facilitate vetting of successful applicants through security services. Capture participant details on the NARYSEC Information Management System.
Coordinate and manage NARYSEC participants enrolled in the programme within the district. Monitor participant participation and compile monthly reports. Update and maintain records of participants attending training colleges and leadership training programmes. Provide support in coordinating community service activities for NARYSEC participants.
Facilitate and coordinate logistical arrangements for participants attending training, meetings and events. Administer attendance registers during training for the payment of top-up stipends and oversee the administration of such payments. Compile monthly reports on participants who have absconded or are inactive, for purposes of freezing or terminating stipends and additional allowances.
Coordinate and facilitate skills development initiatives for NARYSEC participants within the district. Facilitate and coordinate career guidance sessions in collaboration with the Deputy Director: Skills Development. Facilitate the signing of training commitment letters by participants and educate participants on the payment and administration of additional allowances.
Conduct monthly visits to training venues to monitor attendance, assess training progress and compile reports. Coordinate, facilitate and support access to economic opportunities for NARYSEC participants. Identify and engage stakeholders, facilitate partnerships for economic opportunities, link participants to internal and external opportunities, and coordinate business support for NARYSEC enterprises.
