ASSISTANT DIRECTOR: SUPPLY CHAIN

SALARY: R468 459 per annum (Level 09), plus benefits
CENTRE: Administration Centre

REQUIREMENTS:

  • Grade 12 or equivalent (NQF Level 4).

  • An appropriate, recognised National Diploma or Degree in Supply Chain Management, Logistics Management, or a relevant qualification (NQF Level 6/7).

  • Three (3) to five (5) years’ experience in Supply Chain Management (tender and logistics management), of which at least three (3) years must be at a supervisory level.

  • Computer literacy.

  • Valid driver’s licence.

Competencies:

  • Knowledge of the Public Finance Management Act (PFMA), Preferential Procurement Policy Framework Act (PPPFA), Treasury Regulations, Supply Chain Management Framework Act, and BBBEE Act.

  • Understanding of the Supply Chain Management cycle, including demand, acquisition, logistics, disposal, and supplier relationship management.

DUTIES:

Supply Chain Management:

  • Develop, review, implement, and monitor SCM policies in line with relevant legislation.

  • Ensure the implementation and compliance with Supply Chain Management policies and procedures.

  • Introduce and maintain systems for provisioning, procurement, stock control, and reporting.

Demand and Acquisition Management:

  • Manage the administration of tender briefing sessions.

  • Manage the preparation of tender documents upon receipt from the Bid Specification Committee.

  • Coordinate logistics for Bid Evaluation and Bid Adjudication Committees.

  • Serve as an observer on the Bid Evaluation and Bid Adjudication Committees.

Asset Management:

  • Oversee and monitor the implementation of the college’s Asset Management Plan.

  • Ensure barcoding of all existing and new assets and proper recording in the asset register.

  • Review and maintain the asset register (hard copy, electronic filing system, and manual registers) to ensure accuracy of asset movements and disposals.

  • Provide guidance on fruitless and wasteful expenditure, asset disposal, and reallocation of redundant assets.

Supplier Database Management:

  • Ensure the development, maintenance, and continuous updating of the supplier database.

  • Ensure all supplier documentation is securely maintained and treated as confidential.

  • Monitor the TVET College supplier database on the Pastel system.

People Management:

  • Provide effective management and supervision of staff.

  • Ensure the completion of performance agreements by all employees in the unit.

  • Support staff development and performance management.
