Requirements

  • An LLB degree. For serving prosecutors seeking promotion, any appropriate legal qualification will be considered.

  • A minimum of ten (10) years’ post-qualification experience in civil and/or criminal litigation.

  • Proven knowledge and experience in strategic and operational management.

  • Demonstrated ability to act independently, professionally, accountably and with credibility.

  • Admission as an Attorney and/or Advocate will be an added advantage.

  • Strong advocacy and legal drafting skills.

  • Extensive knowledge of civil and/or criminal procedure.

  • Right of appearance as contemplated in section 25(2) of the NPA Act, 32 of 1998.

  • Experience or knowledge of TRC matters and related legislation will be an added advantage.

  • High-level proficiency in prosecuting and presenting cases in court.

  • Proficiency in MS Word, Excel, PowerPoint and MS Teams.

  • Ability to work independently with minimal supervision.

  • Strong administrative skills and the ability to work under pressure, including long working hours.

  • An overall understanding of the work of all NPS units will be an added advantage.

  • Excellent interpersonal, analytical, problem-solving, presentation and communication skills.

  • General management and computer literacy skills.

  • A valid driver’s licence.

Duties

  • Manage the portfolio assigned by the Deputy National Director of Public Prosecutions (DNDPP) or supervisor.

  • Manage, train and guide Advocates, Prosecutors, dedicated TRC investigators and stakeholders in all TRC matters, including complex and high-profile cases, in the High Court, Supreme Court of Appeal and Constitutional Court.

  • Study and consider TRC recommendations, including relevant volumes of the TRC Final Report, related articles, video recordings, exhibits and documents presented during TRC hearings, inquests and trial proceedings.

  • Investigate and prosecute cases and manage all allocated TRC matters.

  • Draft documentation relating to access to crime scenes, court records, documents and exhibits held by other departments, universities, non-governmental organisations and other relevant institutions.

  • Conduct legal research; prepare reports; draft legal opinions, policies, legislation and legal documents; and attend to representations and complaints arising from TRC matters.

  • Make legal decisions in accordance with applicable legislation, NPA policies and directives.

  • Assist with the preparation of charge sheets and indictments where applicable.

  • Engage and cooperate with all relevant stakeholders and colleagues on TRC-related matters.

  • Represent the NPA in stakeholder engagements and projects.

  • Monitor, analyse and report on performance information and statistics.

  • Lead strategic planning initiatives and guide staff towards achieving strategic objectives.

  • Manage staff development, performance management and assessments.

  • Ensure the maintenance of high professional standards.

  • Assist with the development and implementation of strategic and operational plans.

  • Perform other ad hoc duties as required by the DNDPP and/or supervisor.
