Division: Intergovernmental Relations (IGR)
Purpose:
To develop, maintain, analyse, and oversee the monitoring and reporting processes of the intergovernmental grant system for local government.
Salary:
R1 059 105 per annum (all-inclusive remuneration package)

Requirements:

Grade 12 certificate.
-
A minimum National Diploma (NQF Level 6) or Bachelor’s Degree (NQF Level 7) in Public Finance, Public Administration, Economics, Accounting, or Law.

At least 4 years’ relevant experience, of which a minimum of 2 years must be at an Assistant Director level or equivalent.

Proven experience in local government budgetary processes and grants allocation.

Knowledge and experience in monitoring and evaluation within the management of conditional grants.

Sound knowledge of the Public Service policy and legislative framework governing conditional grants.
Duties:
Legislative Framework:
-
Interpret, apply, and ensure compliance with the South African legal framework, particularly legislation affecting local government.

Apply principles and policies contained in the MFMA and the annual Division of Revenue Act (DORA).

Understand linkages between the Constitution, Municipal Systems Act (MSA), and other relevant legislation.
-
Demonstrate a thorough understanding of South Africa’s intergovernmental fiscal system.

Contribute to the drafting of the annual Division of Revenue Bill.
Budget Preparation and Support:
-
Assist in the design, implementation, and maintenance of monitoring and reporting frameworks for local government conditional grants.

Support municipalities, provincial treasuries, and national departments in implementing grant monitoring systems.

Facilitate the publication of monthly and quarterly local government conditional grant expenditure reports, in consultation with the Director: Local Government Data Management.

Provide capacity-building support to departments in line with reforms to the conditional grant system.
Intergovernmental Coordination:
-
Participate in intergovernmental meetings and support the Directorate: Intergovernmental Policy and Planning in the formulation of the annual Division of Revenue Bill and associated frameworks.

Draft Conditional Grant Practice Notes for consideration and implementation.

Assist with the publication of Local Government Gazettes, including additional allocations arising from national Adjustments Estimates.

Provide updates on conditional grant implementation for SCOF hearings.
Analysis, Monitoring and Evaluation:

Monitor and evaluate the implementation of the intergovernmental grant system for local government.

Update, maintain, analyse, and monitor annual local government payment schedules in accordance with DORA.

Capture and update quarterly reconciliations of local government conditional grant expenditure for publication in the Government Gazette, as required by Section 71 of the MFMA.

Support the Director in preparing inputs and drafting sections on conditional grant spending for the annual Local Government Budget and Expenditure Review.
