DEPUTY DIRECTOR: MUNICIPAL FINANCE RECOVERY SERVICES

Division: Intergovernmental Relations (IGR)

Purpose:

  • To assess and monitor the financial state of municipalities, and to support, guide, advise, and oversee the development and implementation of municipal financial recovery plans and interventions addressing financial distress.

Salary: R1 059 105 per annum (all-inclusive)

Centre: Pretoria

Requirements:

  • Grade 12 certificate, coupled with a Bachelor’s degree (NQF Level 7) in Public Finance, Business Economics, Accounting, or a related field.

  • A minimum of four (4) years’ relevant experience, of which at least two (2) years must be at an Assistant Director level or equivalent, within a financial environment.

  • Sound knowledge of the challenges facing local government finances, particularly within the context of the Municipal Financial Management Act (MFMA).

  • Knowledge and understanding of the legislative framework governing local government.

Duties:

Legislative Framework:

  • Provide assistance and guidance on legislative matters, including clarification of the Section 139 Constitutional framework and the MFMA, covering governance, financial, and institutional mandates.

  • Contribute to the review of the local government fiscal framework by incorporating findings from intervention processes.

  • Develop a framework outlining legal options for intervention.

  • Assist in the preparation of municipal financial recovery plans.

Analysis and Evaluation:

  • Analyse and interpret financial ratios for municipalities under financial recovery.

  • Review and analyse annual financial statements, budgets, in-year reports, audit reports, management reports, and other financial documentation to identify financial challenges.

  • Evaluate financial and non-financial aspects, refine and develop recovery plans, and analyse information sources required for Financial Recovery Plan (FRP) development.

Monitoring and Reporting:

  • Assess and monitor the financial status of municipalities.

  • Interpret and analyse financial data and information.

Rendering Advice:

  • Draft submissions and official correspondence in support of advisory services to stakeholders.

  • Provide advice to municipalities on intervention-related matters.
