Requirements
-
A minimum three-year tertiary qualification (NQF Level 6) in Property Management or Facilities Management.

Relevant experience in Property Management or Facilities Management at Junior Management level (Assistant Director equivalent).
-
Sound knowledge and understanding of building maintenance, the Occupational Health and Safety Act, Building Regulations, and the Environmental Conservation Act.
-
Strong financial management and budgeting skills.
-
Knowledge of the Government Procurement System.
-
Project management and leadership skills.
-
Ability to work effectively under pressure.
-
Computer literacy.
-
Valid driver’s licence.
-
Strong analytical ability with good verbal and written communication skills.
Duties
-
Ensure effective facilities management of electrical, mechanical, and building services.
-
Implement procurement policies and coordinate the preparation, analysis, negotiation, and review of contracts for the procurement of equipment and services.

Ensure compliance with the Occupational Health and Safety Act.

Provide guidance on the implementation of policies and monitor and evaluate their impact and effectiveness.

Provide continuous feedback on policy compliance.

Manage and support the recruitment and selection of Black Emerging Enterprises by providing information on current requirements and suppliers, ensuring compliance with procurement procedures and legislation, and assessing new service provider profiles.

Promote the utilisation of state expenditure to support emerging Black enterprises.

Manage unplanned maintenance and ensure the availability of safe, functional, and habitable buildings and services.
-
Prepare and control the budget for unplanned maintenance.
-
Develop and coordinate preventative maintenance schedules.
-
Ensure quality control of workmanship and materials through inspections and corrective actions.
-
Ensure service contracts are in place and that services delivered provide value for money.

Effectively supervise resources and oversee the development and training of staff.
