DEPUTY DIRECTOR: FINANCIAL MANAGEMENT (PAYROLL)

Requirements

  • A relevant NQF Level 7 qualification in a financial-related field.

  • Minimum of three (3) years’ relevant experience at supervisory or management level.

  • A valid, unexpired driver’s licence (disclosure required).

  • Knowledge and practical experience in financial reporting standards.

  • Sound knowledge and understanding of cash management legislation, policies, practices, and procedures.

  • In-depth knowledge of the Public Finance Management Act (PFMA), Treasury Regulations, and guidelines.

  • Knowledge of the Public Service Anti-Corruption Strategy, as well as fraud prevention and anti-corruption measures.

  • Understanding of departmental policies and procedures, government financial systems, and financial accounting principles and practices.

  • Working experience with Systems Applications and Products (SAP).

  • Proficiency in Microsoft Office (MS Excel, PowerPoint, Word, and Outlook), with the ability to compile presentations.

  • Strong organisational skills, analytical thinking, and attention to detail.

  • Good verbal and written communication skills.

  • Proven managerial ability with experience in staff supervision and support.

  • Knowledge of supervisory principles and practices, including planning, delegating, and monitoring subordinates’ work.

  • High levels of accountability and ethical conduct.

  • Willingness to travel.

Duties

  • Oversee and manage the Payroll Management and Reporting Sub-Directorate.

  • Provide support to clusters on all payroll management and reporting responsibilities.

  • Consolidate monthly payroll reports from clusters.

  • Ensure accurate quarterly performance reporting, quarterly financial reporting, and annual reporting.

  • Ensure audit queries are addressed timeously within the directorate.

  • Formulate, document, implement, and review policies, Standard Operating Procedures (SOPs), and programmes relating to payroll management, internal controls, regulatory compliance, and general ledger reconciliations.

  • Manage the completion of daily, weekly, and monthly operational duties with the support of the Assistant Director.

  • Recommend initiatives to enhance risk mitigation and fraud prevention to the Director.

  • Manage compliance related to remuneration and benefits processes.

  • Attend meetings as required.

  • Manage and respond to audit queries and formulate appropriate responses.

  • Manage year-end processes and account adjustments.

  • Provide training and support to clusters.

  • Assist the Director in the effective execution of assigned responsibilities.

  • Supervise, manage, and evaluate staff, including the signing of performance agreements and assessments.

  • Ensure effective staff management and development.
